Per LTO: Flight Operations 001/08, the Bermuda DCA strongly recommends that operators of Bermuda registered aircraft (General Aviation and Corporate Operators) proceed in the manner described in Part 125.21(b), namely to become IS-BAO registered and comply with the standards demanded by the International Business Aviation Council (IBAC). All operators are urged to become compliant with Article 84 of the AN(OT)O 2007 by the 1st of November 2008; however, it is acceptable if operators demonstrate progress towards full compliance no later than 31st October 2009. |

The Assessment Compliance Group, Inc. (ACGI) Team has the experience and capability to assess/evaluate your
current Flight Operations Manual against the protocols/standards (pre-audit task) of IS-BAO. We can determine
whether the contents and Safety Management System described in the manual meets the requirements of the
International Standard. A matrix is created showing the areas that conform and areas that may need expanded
guidance.
The IS-BAO FOM template has been used as the core of our Enhanced ACGI/IS-BAO FOM Template. ACGI has incorporated additional content and topics providing guidance that is appropriate to operations and compliant with The Air Navigation (Overseas Territories) Order 2007 AN(OT) 2007 (9 January 2008) and the Overseas Territories Aviation Requirements (OTARs) Parts 39, 61, 63, and 125.
The Enhanced ACGI/IS-BAO FOM Template has been organized to address IS-BAO standards and required protocols. These standards/protocols are presented to the operator (assigned Captain) under each topic/heading in italicized font. This enables the operator to see the associated standard/protocol and understand why the information is in the manual. This also provides an easy reference to a particular standard for additional information.
The manual is developed on a web-based application allowing for editorial changes and comments. This process provides a way for the Chief Pilot, assigned Captain(s), and Chief of Maintenance to continually track the progress of the overall project and allows easy access to the developing manual for other contributing operations/maintenance personnel.
Once the FOM reaches the final draft stage, the standards/protocols are removed and placed in an Audit
Protocol Matrix to reduce the pre-audit / audit effort.
A Safety Management System is an organized approach to managing safety, including the necessary organizational structures, accountabilities, policies and procedures.
The Safety Management System is the core of the Flight Operations Manual. Assistance is offered for
development of a Flight Department Safety Risk Profile via an online application. Support for
establishing Safety Initiatives, Safety Performance Targets, and Safety Performance Indicators
is also provided.
