1. If you have a Flight Operations Manual, determine if the manual is current and if it provides appropriate guidance for your entire organization.
2. Develop a Safety Management System.
- Assign a Safety Officer.
- Attend an SMS Training Session / IS-BAO Workshop.
- Develop the SMS as a team and/or solicit support from a qualified and experienced organization.
- If retaining your current FOM, integrate the SMS into each section or area of operations.
3. Develop a Flight Operations Manual, if necessary.
- Purchase the International Standard (IS-BAO) from the NBAA or IS-BAO website.
- Determine the development and implementation resources / support services most appropriate for your flight department. The method would depend on flight / maintenance schedule (availability), project cost, and target date for completion of project.
4. Determine the best method of reporting and data collection for your flight department culture.
5. Implement the SMS and work with Draft 1 for a minimum of 60 days.
- Begin submitting Reports (full participation).
- Process the submitted data through the established SMS.
- Hold scheduled Safety Meetings.
6. Ensure that all personnel are knowledgeable of the content of the FOM and understand the company SMS.
7. Complete the IS-BAO audit sheets (protocols / standards) prior to the scheduled audit date.
8. Schedule an audit with a reputable, experienced, and certified IS-BAO Auditor.
