| Flight Operations Manual
The enhanced ACGI / IS-BAO FOM Template, with integrated standards / protocols, has been successfully used since 2002, the official beginning of the IS-BAO Program. ACGI continues to incorporate additional content and relevant procedures that support a successful Stage One, Two, and Three IS-BAO audit. The manual provides guidance that is appropriate to your operations and compliant with State regulations.
Bermuda/Cayman Registered Operators:
Bermuda/Cayman Registered operators are supported with an FOM compliant with The Air Navigation (Overseas Territories) Order 2007 AN(OT) 2007 and the Overseas Territories Aviation Requirements (OTARs) Parts 39, 61, 63, 91, and 125. This effort will comply with Article 85.
Process
An online demonstration can be scheduled to explain the process and tools available for an efficient and cost-effective development strategy. Progress is continually monitored and supported by the ACGI Team.
Since ACGI team members are accredited IS-BAO auditors with many years of IS-BAO / SMS experience, we are able to provide consultation throughout the entire development process up to the successful IS-BAO audit. Remember that the Safety Management System is "home grown" and will reflect your flight operations.

Addresses the organization, responsibilities, and duties (accountabilities) for all Flight Department personnel. Company Personnel Policy is described.
Describes in detail the operator's SMS; components and elements forming a continuous cycle of improvement. This is the heart of Flight Operations (and the manual). The Hazard Identification, Tracking, and Resolution System is customized for each operator with narrative text and graphics.
Forms include: Safety Risk Profile, Incident / Hazard Report, Postflight Report, and a Risk Assessment Tool.
Note: A one hour SMS educational session is included for all flight department personnel.
Describes the operator's Operational Control System including Dispatch, Weather, Flight Rules, Performance, Fuel Requirements, Weight and Balance, Aircraft Defects, Use of Checklists, SOPs, Fatigue Program, Aircraft Equipment, Passenger and Cabin Safety Procedures, and Automation.
Guidance for Airborne Emergencies, Emergency Landing and Evacuation, Emergency Response Plan, and Facility / Medical Emergencies,
Details of required Flightcrew, Flight Attendant, Maintenance Technician, and Flight Department Personnel Licenses, Ratings, Training and Qualifications.
Descriptions of the Director of Maintenance / Chief of Maintenance responsibilities, Elements of Aircraft Maintenance, Aircraft Records, Preventative Maintenance, SMS, Deferred Maintenance Items / Discrepancy Management, Deferring Defect Control, Technical Dispatch, Parts, Material Control, Tool Calibration, Maintenance Arrangements, and Maintenance Safety Programs.
Threat Assessment, Preventative Measures, Responsive Measures, Facilities Security Actions (Home Base and Transient), Aircraft and Passenger Security from Preflight to Postflight are addressed. Guidance for Unlawful interference, Bomb Threats, etc., along with checklists, are provided.
Company Flight Log, Technical Log, Weight and Balance Form, Aircraft Discrepancy Log, Deferred Discrepancy Log, Extension to Maximum Duty Day (both Flight Crewmembers and Maintenance Technicians), Deviation Request Form, etc. are referenced throughout the manual and placed in this section.
New or revised policies and procedures detailed after completion of the Flight Operations Manual are included in this section as Read and Initial documents.

How long is the process? The manual development time is dependent upon your schedule and availability and the development method selected. Assessment Compliance Group, Inc. can assist you with this development process via a series of
online sessions, onsite at the operator's facility, or in our offices
in Annapolis, MD. Eacho of these choices, or a combination thereof, have proven successful and efficient.
What document format is used? All manuals are provided in the two-column ICAO format. Most all custom formatting requests can be met. The manual is provided in electronic form and/or hard copy. Paper copies are laser printed with custom tabs and binders.
Is there Post Audit Support? Assessment Compliance Group, Inc. will continue to support the operator through all IS-BAO Stages. Our team is ready to answer any questions or concerns that arise before, during, and after the process.
Any Subscription Charge? Subscription service is optional. We provide the operator with all IS-BAO updates, typically over a two-year period. We will incorporate any Company Directives, updates, or operator-requested changes prior to the next IS-BAO Audit.
