Safety Management System Development

One of the biggest challenges in establishing an SMS is to ensure its key components and elements are integrated into the Flight Department's day-to-day routine. The Safety Management System is composed of the following components and elements:

The SMS must be proactive, ongoing, and fully integrated throughout the Flight Department and all its activities to reduce Safety Risks to as low a level as reasonably practicable. A sound and appropriate SMS involves everyone in the entire organization, not just flight operations.

The Assessment Compliance Group, Inc. team works with your entire Flight Department to develop your SMS. Our goal is to customize and develop your SMS to come as close as possible to your current safety program and then to assist your team into forming a system. All SMS forms are designed to support data analysis and your SMS process.

Hazard Identification, Tracking, and Resolution can be accomplished manually (Forms, Binders, Safety Meeting Minutes, etc.), electronically using the Online Safety Management Center, or a system that falls somewhere in between.

Experienced auditors and trained subject matter experts facilitate the development and implementation of the SMS. All of our team members are full time employees. The development effort includes an implementation plan and SMS Training for all Flight Department personnel. Our team is available to answer questions throughout the development process to ensure a full understanding of the SMS. All graphics and flow charts depicting your Flight Department's SMS process, risk management, accountabilities and responsibilities are created and included.

The Flight Operations Manual includes the following: Safety Management System, Organization and Administration, Operating Procedures, Emergency Response Procedures, Training Program, Maintenance Program, Security Program, Company Forms, and Company Directives. All required forms, including sample forms and explanations are provided. Tools are offered to assist in the development of the Flight Department's Safety Risk Profile and Safety Performance Goal(s). Appendices are reserved for operator specific, custom content (Standard Operating Procedures, Cold Weather Operations, etc.).

All procedures comply with State regulations and conform to IS-BAO protocols and standards and ICAO Annex 6 Part II. Our team has worked with a variety of Flight Departments ranging from the single aircraft operation to complex operations involving multiple aircraft and worldwide bases. Our commitment and experience ensures that we will meet the individual needs of your Flight Department.

The FOM / SMS can be accomplished online, onsite at your Flight Department base(s) located in any part of the world, or in the offices of Assessment Compliance Group, Inc. in Annapolis, MD USA. We have provided support to over 150 operators worldwide. Early morning or late evening sessions are available for our operators in various time zones. At your convenience, we welcome an online demonstration of the options and strategies that have proven 100% successful since January 2002.

Available Option 

Safety Management System Manual: A Safety Management System meeting the IS-BAO protocols and standards may be developed and documented in a separate manual. This option is for those operators that require a stand-alone Safety Management System Manual to supplement an existing Flight Operations Manual which cannot be modified. Ideally, the SMS components and elements should be fully integrated into the operations manual over a period of time.
